Running toilets, weak flushes, and base leaks are usually part failures, not reasons to replace the toilet.
A slow leak at the base can damage the subfloor long before it shows.
Redwood City applies a state rule to older homes: a permitted remodel requires replacing toilets that use more than 1.28 gallons per flush.
We tell you upfront whether a repair makes sense with your remodel plans.
Pricing is quoted before work begins.
Toilet Problems We Fix
A toilet has a handful of moving parts, and each fails in its own way. Here is what we repair on most calls.
It runs, hisses, or refills on its own
The flapper or flush valve seal has worn and lets water seep into the bowl. Sometimes the fill valve is set too high and water spills into the overflow tube. We replace the worn part and set the water level.
It flushes weakly or needs two tries
Common causes are a partly closed flapper chain, a low tank water level, mineral or debris in the rim holes, or a partial clog in the trap. We find which one before replacing anything.
Water appears around the base
The wax ring under the toilet has failed, or the closet bolts have loosened and the bowl has shifted. We pull the toilet, inspect the flange, reset it on a new seal, and check the floor for soft spots.
It rocks
A rocking bowl breaks the wax seal sooner or later. We shim and reset it, and repair the flange if it is cracked.
Leaks at the tank or supply
Tank-to-bowl gaskets, tank bolts, supply connectors, and the shutoff valve under the tank all wear out. We replace them as a set when they are near the end of their life.
How a Toilet Repair Visit Goes
Diagnose. We watch a full flush and refill cycle, check for leaks with dye in the tank, and inspect the base, supply, and shutoff.
Quote. You get an upfront price for the fix.
Repair. We replace the failed parts. Base leaks get a full pull and reset on a new seal.
Test. We flush several times, check for leaks at every joint, and confirm the tank stops filling at the right level.
Most repairs take less than an hour once we are on site.
Parts That Wear Faster on the Peninsula
Redwood City’s water is disinfected with chloramine. The City’s 2025 water quality report lists a running annual average of 2.66 ppm in the distribution system. Constant contact with treated water wears rubber flappers and seals over the years. When we replace them, we use parts rated for chloramine.
The same report lists average hardness at 62 ppm, which is soft. Heavy scale in rim holes is less common here than in hard water areas, but debris and mineral can still build up in older bowls.
The Slow Base Leak Nobody Sees
A failed wax seal leaks a little with every flush. The water goes down, not out, so the floor may look dry for months while the subfloor soaks it up.
Watch for these early signs:
Flooring that feels soft or spongy near the bowl
Grout or caulk at the base that darkens or stays damp
A sewer smell in the bathroom that comes and goes
A stain on the ceiling below an upstairs bathroom
Catching it early usually means a new seal and a reset. Waiting can mean replacing flooring and framing.
Is the Problem the Toilet or the Drain?
A toilet that clogs over and over may not have a toilet problem at all. Watch for these signs of a line issue:
Overflowing bowl: Turn the shutoff valve behind the toilet clockwise until it stops.
Valve stuck: Lift the tank lid and raise the float to stop the fill.
Water on the floor: Mop it up and keep using a different bathroom if you have one.
Constant running: Close the shutoff to stop wasting water until the repair.

Toilet Repair in Redwood City, CA: FAQs
Do I have to replace my old toilet in Redwood City?
Not for a repair. The City’s non-compliant fixture rule applies when a home finaled before January 1, 1994 goes through a permitted alteration, addition, or improvement. Then toilets over 1.28 gallons per flush must be replaced before sign-off.
My Redwood City home was built in the 1950s. Can the original toilet be repaired?
Often, yes. Parts for many older toilets are still available. If you are planning a permitted remodel, we will tell you whether the toilet meets 1.28 gallons per flush before you invest in repairs.
Why do the rubber parts in my toilet wear out so quickly?
Redwood City water is disinfected with chloramine, which the City reports at a 2.66 ppm annual average. Over time it breaks down some rubber parts. We install chloramine-rated flappers and seals.
Is the water around my toilet base a toilet leak or a pipe leak?
Usually it is the wax seal under the toilet, especially if the bowl rocks. Sometimes it is the supply connector or tank bolts dripping down. We dye test and inspect each joint to find the source.
My toilet backs up when the washer drains. Is that a toilet repair?
Probably not. When another fixture pushes water into the toilet, the blockage is usually further down the line. We clear and inspect the drain instead of replacing toilet parts.
Do you repair toilets in Redwood Shores condos?
Yes. In stacked or attached units a base leak can reach the unit below, so we treat it as urgent. Close the shutoff and contact us.

When a Remodel Means Replacing Instead of Repairing
If you are planning a remodel, the question changes. A repair might still be possible, but the City may not let the old toilet stay.
Redwood City’s Building Division publishes a non-compliant plumbing fixture handout based on California Civil Code 1101.1 through 1101.8. It applies to residential buildings finaled before January 1, 1994. When one of those homes goes through a permitted alteration, addition, or improvement, non-compliant fixtures must be replaced. For toilets, non-compliant means more than 1.28 gallons per flush. The same rule covers showerheads over 1.8 gallons per minute and interior faucets over 2.2.
That rule reaches a lot of Redwood City. Census data shows about 40 percent of homes in the city were built before 1960, and the 1950s is the largest single decade. Many of those homes still have an original or early replacement toilet.
Here is how we use the rule on a repair call:
No remodel planned. We repair the toilet you have. The rule is tied to permitted work, not to a repair.
Remodel coming soon. We tell you if the toilet is above 1.28 gallons per flush before you spend money on parts. Often the better move is to replace it as part of the project.
Not sure of the flush rating. We check the marking stamped on the bowl or inside the tank.
We’ve earned our reputation one happy homeowner at a time.
