San Carlos housing skews older. Census estimates for 2020 to 2024 put the median year built at 1962, with 7.5 percent of homes from 1939 or earlier, 19.0 percent from the 1940s and 20.8 percent from the 1950s. And 66.8 percent of homes are single-family detached, so most owners are responsible for their own sewer lateral from the house to the street.
An older sewer system with a strict code
The City’s oldest sewers date to the 1920s, and a large share went in during the 1940s and 1950s. The mains are mostly vitrified clay, and a 2013 camera assessment found significant root intrusion. Chapter 13.05 of the Municipal Code sets the standard for private laterals: free of roots, grease and solids, with tight joints, a cleanout to City detail and a sewer relief valve on the cleanout. Inspections are triggered by remodels above the City’s cost threshold, projects that add toilets and certain City sewer work, not by a home sale. After a notice to repair, the owner has a set window to fix the lateral, and unfinished work can be done by the City and liened to the property tax bill. Our drain cleaning in San Carlos checks the relief valve on every main line call, and a San Carlos sewer camera inspection follows the City’s video method.
Water from San Francisco
Cal Water’s San Carlos System bought all of its 2025 water from the SFPUC, and small parts of the city are served by the Mid-Peninsula Water District instead. Cal Water reports chloramine as the disinfectant, an average hardness of 62 ppm and no known lead service lines in its systems. Chloramine matters when we pick replacement washers and seals, so we use chloramine-resistant parts when they are available.
Hills, flats and creeks
The western hills around Devonshire and Brittan Canyon are rated moderate to very high for landslide susceptibility, and the City’s annex to the County’s draft 2026 hazard mitigation plan names pipeline breaks as a possible impact. Eleven landslides hit hillside areas in the 2022 to 2023 storms. On those lots, water line repair in San Carlos starts with locating and testing the service line. The East Side has moderate to very high liquefaction susceptibility, and areas east of El Camino Real and along the creeks fall in FEMA flood hazard areas.

Plumbing services we provide in San Carlos
The work we do in San Carlos falls into five groups, each with its own page. Every job starts with a diagnosis, and you approve the price before we pick up a tool.
Sewer laterals
Roots are a known problem in San Carlos sewers. Hydro jetting in San Carlos scours roots and grease so a lateral can meet the City’s standard. Where the pipe is broken, trenchless sewer repair in San Carlos avoids trenching through the roots of protected oaks. The tree code protects coast live oaks at 9 inches in diameter, so a smaller dig is often the easier path.
Water heaters
The City publishes its own water heater requirements, from two seismic straps with lag screws to an 18-inch ignition height in garages. Water heater repair in San Carlos brings those items up to standard, and our San Carlos tankless water heater page covers wall-hung units. We also install heat pump water heaters.
Gas and supply lines
Gas line repair in San Carlos includes the connector, shutoff and bonding at the water heater. When the meter moves with every tap closed, leak detection in San Carlos finds the source with acoustic, thermal and pressure tests, so walls and floors are opened only where the leak is.
Low-lying areas saw widespread flooding in the 2022 to 2023 storms. Sump pump service in San Carlos moves it away from the foundation without sending it into the sewer.

Pro tip
Planning to add a bathroom? In San Carlos, a project that adds a toilet triggers a lateral inspection under Chapter 13.05. Schedule the camera inspection early so any lateral repair fits into the remodel instead of delaying it.

Get a San Carlos plumber
Whether your home is up in Devonshire or down on the East Side, tell us what the plumbing is doing. We will set a same-day visit and quote the work first.
San Carlos incorporated in 1925, and the railroad between San Francisco and San Jose drove its early growth. The City treated its own sewage at a plant near the San Carlos Airport until 1980. Today about 2 million gallons a day travel through roughly 104 miles of City sewer pipe and 6 lift stations to Silicon Valley Clean Water in Redwood Shores.
Where the owner’s pipe ends
About 11,000 private laterals connect homes to that system. The City’s sewer system overview states it plainly: “The property owner is responsible for the sewer lateral.” It then adds an exception. Once an approved property-line cleanout is installed, the City takes over maintenance and repair of the lower portion of the lateral within the public right-of-way.
Why the cleanout matters
Without an approved cleanout, a break under the sidewalk or street stays on the owner’s side of the ledger. With one, the lower lateral becomes the City’s to maintain. The cleanout also gives a plumber a clean access point for clearing and camera work, and Chapter 13.05 lists cleanouts built to City standard detail among the items a lateral needs to pass compliance.
What we do on a San Carlos sewer call
We look for the cleanout first. If there is none, or the one in place does not meet the City’s standard, we explain the option to install one and quote it as its own line item. We handle permits and inspections with Public Works. Adding the cleanout while the lateral is already being repaired keeps the yard from being opened twice.
FAQ
San Carlos plumbing questions.
Here are the questions we hear most. Don’t see yours? Give us a ring, a real human answers, day or night.
All of San Carlos, including Devonshire and Brittan Canyon in the western hills, the East Side and Greater East San Carlos, and homes along Pulgas Creek and near Big Canyon Park. We also cover the small parts of the city served by the Mid-Peninsula Water District. Same-day and 24/7 service apply citywide.
Can you install a City-standard property-line cleanout in San Carlos?
Yes. We install cleanouts to the City’s standard detail and handle permits and inspections. Under the City’s sewer program, an approved property-line cleanout shifts maintenance of the lower lateral in the public right-of-way to the City. It also gives us a direct access point for future clearing or camera work.
Can my roof drains or yard drains connect to my San Carlos sewer lateral?
No. Chapter 13.05 treats roof leaders and yard drains tied into the lateral as illegal inflow, and a lateral with those connections fails compliance. If we find one, we can reroute it to the yard or the storm system according to City rules, never into the sewer.
Do you install heat pump water heaters in San Carlos?
Yes. We install heat pump water heaters along with tank and tankless gas units. For gas tanks, the City’s Water Heater Requirements handout covers strapping, venting and relief valve piping, and we build to it. For any model, we confirm space, drainage and electrical needs before we recommend one.
My San Carlos home was built in the 1940s. What should I have checked?
Start with the sewer lateral, since the City’s own mains from that era are mostly clay and roots were a major defect in its 2013 assessment. Then look at the water heater strapping, the main shutoff and any original fixture valves. We give you findings and an upfront price for each item.
Do you take emergency plumbing calls in San Carlos?
Yes, 24/7. Call us for burst pipes, sewer backups, water heater leaks or gas concerns. If water is spreading, close the main shutoff. If sewage is backing up, stop running water in the house. Then request service and a licensed plumber will be dispatched.
