Professional Service in Palo Alto

That second part matters here. Under City rules, the location of a defect can decide whether you or the City of Palo Alto Utilities is responsible for it.

Want to see inside your sewer line? Book a sewer camera inspection with Works Plumbing.

At a Glance

  • The camera records the lateral’s condition and the distance to each defect.
  • Palo Alto lateral ownership hinges on the City Sewer Cleanout.
  • We locate your cleanouts and mark where ownership changes on the video.
  • You get a plain explanation of what the recording shows, and a copy is available on request.

When to Schedule a Camera Inspection

  • Drains that back up again shortly after cleaning
  • More than one fixture slowing down at the same time
  • Before buying a home, so you know the lateral’s condition
  • Before a remodel or addition that adds bathrooms or moves plumbing
  • After roots were cut, to see how much damage they left
  • To find a lost or buried cleanout
  • To check a lateral before choosing a repair method

What the Camera Shows

Finding What it looks like on video Why it matters
Root intrusion Fine hair roots or a mass at a joint Roots return after cutting unless the joint is sealed or replaced
Offset joint A ledge where pipe sections meet Catches paper and debris, invites roots
Belly or sag Standing water in a low section Holds solids and causes recurring clogs
Crack or fracture A visible line or broken section Can let groundwater in and soil fall in
Grease buildup A coated, narrowed pipe wall Usually cleared by jetting
Collapse The camera cannot pass Needs excavation or trenchless replacement

Our Inspection Process

Access

We enter through a cleanout when one is available. If we cannot find one, we discuss other access points before opening anything.

Record

The camera travels the lateral while we record and count distance. We pause at each joint, connection, and defect.

Locate

A locator transmitter in the camera head lets us mark the line’s path and depth from the surface at key points.

Map Ownership

We note the house cleanout, any City cleanout, and their position relative to the property line, so each defect can be placed on the correct side.

Review With You

You see the footage, hear what it shows, and get an upfront price for any work it supports. If the problem is in the City’s section, we tell you so you can report it.

Lower Floors and Backwater Valves

The same rule asks for one more protection. Customers must install an approved backwater valve, following the latest adopted California Plumbing Code, to protect fixtures on floors at ground level or lower.

If your home has a basement bathroom or ground-level fixtures, the inspection is a good time to check whether a valve exists and whether it opens and closes freely. Adding one is separate work, and we confirm permit requirements with the City before it begins.

Keep Cleanouts Visible and Watertight

Rule 23 also expects owners to keep cleanout boxes visible and accessible, and to keep the on-site sewer system watertight against groundwater. A buried cleanout makes every future inspection and cleaning harder.

When we find a cleanout under soil, pavers, or a deck, we point it out. When the footage shows open joints or cracks, those are the places groundwater can get in.

What You Receive

Every inspection ends with more than a verbal summary. You get:

  • The video recording of the full run
  • A list of findings, each with its distance from the access point
  • Cleanout locations, including whether a City cleanout was found
  • Our read on ownership, meaning which defects fall on your section and which on the City’s
  • Repair options and upfront prices for anything that needs work

That record is useful later, too. If you sell, remodel, or call another plumber, the footage shows the condition of the line on a specific date.

Buying or Remodeling in Palo Alto

A pre-purchase inspection lets you see the lateral before closing, when questions are easier to raise. A remodel is another good moment. If a new bathroom, an addition, or a second unit will send more water down the line, it helps to know the pipe can carry it.

Remodels can also affect the lateral itself. When construction forces the lower lateral to move, Rule 23 puts that cost on the owner, so the camera run belongs early in the planning.

After the Inspection

Many inspections end with good news or a simple cleaning. When they do not, the footage guides the next step. Roots and grease can often be cleared with drain cleaning in Palo Alto. Cracked, sagging, or collapsed sections may call for trenchless pipe repair in Palo Alto, especially when replacement can follow the existing path.

Camera Inspection in Palo Alto, CA: FAQ

How do I know if the City owns part of my sewer lateral?

Look for a City Sewer Cleanout, usually in the planting strip. If one is present and accessible, the City owns the section from the main up to and including it. A camera inspection confirms where your cleanouts are and which defects fall on each side.

My cleanout is well back from the sidewalk. Does that matter?

It can. Under Rule 23, if your cleanout is more than 5 feet behind the property line and there is no accessible City cleanout, you own the entire lateral to the main. We measure where your cleanout sits during the inspection.

Should I get a sewer camera inspection before buying a home in Palo Alto?

It is a good idea. We did not find a City rule requiring one at sale, but the video shows the lateral’s condition and which section the seller or the City is responsible for before you commit.

Will you give me the video?

A copy of the recording is available on request. We also explain each defect and its location.

Do I need a backwater valve?

Rule 23 requires an approved backwater valve to protect fixtures on floors at ground level or lower. If your home has fixtures at that level, we check for one during the inspection.

What if you cannot find a cleanout?

We look for buried or covered cleanouts first. If there is no usable access, we discuss options such as installing a cleanout, and we confirm permit requirements with the City before any work.

About The Area

Where Ownership Changes in a Palo Alto Lateral

The City of Palo Alto Utilities runs the wastewater system, and Rule 23, its special wastewater utility regulations, defines who owns each part of a sewer lateral. When a City Sewer Cleanout is present and accessible, the City owns the lower lateral “from the Wastewater Main up to and including the first City Sewer Cleanout.” The standard location for that cleanout is the planting strip.

The owner keeps the upper, private lateral, which runs from that cleanout to the building.

The rule then lists the cases where the owner keeps everything. If there is no City cleanout, if the City cleanout is inaccessible, or if the customer’s own cleanout is more than 5 feet behind the property line, the customer owns and maintains the entire lateral all the way to the main. Where the City can install a City cleanout, it may do so and then take over the lower section.

A sewer camera inspection is how you find out which case your home falls into. During the run, we locate every cleanout we can find, measure where the camera head sits at each defect, and note where the City cleanout is or should be.

The result is a recording that answers two questions at once: what is wrong with the pipe, and whose section it is in. That keeps you from paying for City work, or from assuming the City will fix a defect that is yours.
