The method is only half the plan. In Palo Alto, who owns each section of the lateral, and who pays to replace it, depends on City rules that change when a home is remodeled.
Each method suits a different pipe. Here is how we compare them for a Palo Alto lateral:
Method
How it works
Good fit
Not a good fit
Pipe bursting
A bursting head pulls new pipe through the old path, breaking the old pipe outward
Badly cracked or collapsed sections on the same route
A lateral that must move to a new connection
Cured-in-place lining
A resin liner is cured inside the old pipe
Cracks and root entry where the pipe still holds its shape
Fully collapsed pipe or severe sags
Open trench
Excavation along the line
Short runs, sags that need regrading, relocations
Long runs under mature landscaping
We tell you which methods the camera footage supports, not just the one we prefer.
How a Palo Alto Trenchless Job Runs
Film and Locate
We run a camera through the lateral, record the defects, and locate the line and its depth from the surface. We also find each cleanout, because cleanouts decide what section is yours.
Check the Ownership Line
We note whether a City cleanout exists and where your cleanout sits relative to the property line. That tells us what part of the lateral the City maintains and what part is yours.
Price the Options
You get the camera findings and an upfront price for each workable method. Financing is available for larger replacements.
Permits and Coordination
We confirm permit requirements with the City before work starts. If the job touches the lower lateral or the City cleanout, we coordinate with the City of Palo Alto Utilities.
Replace and Verify
After the new pipe or liner is in, we film the line again so you have a record of the finished work.
Trees, Roots, and Your Lateral
Palo Alto protects many trees, including all street trees. Roots near a lateral are a common reason for repeated backups, and a jointless replacement removes the gaps roots enter through.
Trenchless methods work from small access points, which helps keep excavation away from tree roots. Where a protected tree is close to the line, we plan the access points with that in mind and confirm any City requirements before digging.
Keeping Groundwater Out
Rule 23 requires customers to keep their on-site sewer system watertight against groundwater infiltration. A cracked or open-jointed lateral can let groundwater into the system.
A lined or replaced lateral closes those openings. When we finish, the post-repair video shows the joints and the connection so you can see the line is sealed.
What Shapes the Price
No two laterals cost the same to fix. The factors we look at before quoting:
Length and depth of the line from the house to the connection
Pipe condition, since a collapsed section rules out lining
Which section is yours under Rule 23, upper lateral only or the whole run
Access at the house end and near the street or easement
Cleanouts, including whether a new one is needed
Surfaces over the line, such as driveways, patios, and planted beds
You see each of these in the written estimate, so you can compare methods on the same terms.
What to Expect in the Yard
Trenchless does not mean no digging. Most jobs need an access point near the house and another near the connection. The difference is what stays untouched between them: lawn, hardscape, and plantings.
Before we dig, we mark the line and the access points with you and talk through what will be disturbed. When the work is done, we backfill the access points and leave the area clean.

Trenchless Pipe Repair in Palo Alto, CA: Common Questions
Who pays to replace my sewer lateral in Palo Alto?
It depends on the City Sewer Cleanout. With an accessible City cleanout, the City owns the lower lateral and you own the upper section. With no City cleanout, an inaccessible one, or your cleanout more than 5 feet behind the property line, you own the whole lateral under Rule 23.
I am planning an addition. Does that change anything?
It can. If your project forces the lower lateral to be realigned and reconnected at a new location, Rule 23 makes you responsible for replacing the lower lateral and adding a City cleanout if one did not exist. Plan the sewer work together with the addition.
My street has an easement behind the houses. Who owns the lateral?
Under Rule 23, where the sewer main is in a public utility easement, the customer owns the entire lateral. We locate the main during the camera inspection so you know which case applies.
Does Palo Alto require a sewer lateral inspection when I sell?
We did not find a point-of-sale lateral rule for Palo Alto. We confirm current City requirements for your project before any work begins.
Can trenchless repair work near a protected tree?
Often, yes. Because the new pipe follows the old path from small access points, it usually needs less digging near roots than an open trench. We confirm City tree requirements before any excavation.
Will I need a permit?
We confirm permit requirements with the City of Palo Alto before work starts and handle the coordination as part of the job.

Palo Alto runs its own wastewater utility, and its Utilities Rule 23, the City’s special wastewater regulations, decides who pays for which part of a sewer lateral. Normally, when a City Sewer Cleanout is present and accessible, the City owns the lower lateral between the main and that cleanout, and the owner keeps the upper section up to the house.
Construction can change that. If new construction, an addition, or a renovation forces the lower lateral to be realigned and reconnected at a new location, the rule puts the cost on the customer. The owner pays to replace the lower lateral and to install a City cleanout if there was none before.
A second case catches people off guard. Where the sewer main runs in a public utility easement rather than under the street, the customer owns the entire lateral.
This is why we ask early whether a remodel is planned. A trenchless replacement follows the line that is already in the ground. If an addition will sit over that line, or the connection has to move, relining the old path may be wasted money. In that case, the better plan is often a new lateral on the new alignment, priced together with the remodel.
When no remodel is coming, trenchless replacement along the existing route keeps the work on your section and the yard largely intact.
We’ve earned our reputation one happy homeowner at a time.
