Sometimes the toilet is only where the problem shows up. When water rises in the bowl and other drains act up too, the blockage may be in the sewer lateral, and in Palo Alto, who clears it depends on where it sits.
Toilet running, leaking, or backing up? Request toilet repair and we will sort out which it is.
| Symptom | Usual cause | Typical fix |
|---|---|---|
| Runs or refills on its own | Worn flapper or fill valve | Replace the flapper, fill valve, or both |
| Water on the floor at the base | Failed wax ring or loose closet bolts | Pull the toilet, reset it on a new seal |
| Drip from the tank bottom | Tank-to-bowl gasket or bolts | New gasket and bolts |
| Weak or partial flush | Chain, flapper, or mineral buildup at the rim | Adjust, clean, or replace parts |
| Rocks when you sit | Loose bolts or a damaged flange | Repair the flange, then reset |
| Slow drain or overflow | Clog in the trap, branch, or lateral | Clear it, then find where it was |
When the lateral needs a closer look, our sewer camera inspections in Palo Alto show where the blockage or damage sits.
Flappers, fill valve seals, and tank gaskets are rubber, and they sit in treated water all day. The City of Palo Alto Utilities maintains a disinfectant residual with chloramine, and its 2025 water quality report lists chlorine, including chloramine, at 0.44 to 3.41 ppm in the distribution system.
Over time that contact hardens and warps rubber parts. A flapper that no longer seals lets water trickle into the bowl, and the fill valve tops it up again. When we replace those parts, we fit ones rated for chloraminated water where they are available.
Palo Alto has a lot of mid-century and older housing. Census estimates show the 1950s as the largest single decade of construction, at 25.1 percent of units, and 13.3 percent built in 1939 or earlier.
In homes that age, a toilet may have been reset many times on the same flange. We check the flange and the floor under it whenever we pull a toilet. A cracked or corroded flange is repaired before the toilet goes back down, so the new seal has something solid to grip.
Rule 23 also requires an approved backwater valve, installed under the current California Plumbing Code, to protect fixtures on floor levels at ground level or lower. A toilet in a basement or a ground-level bathroom is one of those fixtures.
If your lowest toilet overflows when the sewer backs up, we check whether a backwater valve is present and working. Adding one is separate work, and we confirm permit requirements with the City before it starts.
A few steps limit the damage and help us find the cause faster:
Most toilets are worth repairing. Replacement starts to make sense when:
We give you both prices when replacement is a real option, and we do not push a new toilet when a part will do. For bigger fixture problems in the same bathroom, see our general plumbing repair services.

My toilet overflowed and the shower drain backed up. Who do I call?
Call us, and if the stoppage turns out to be in the City’s lower lateral, notify the City of Palo Alto Utilities. Under Rule 23 the utility clears its portion, and the owner clears the private portion between the cleanout and the house.
How do I know if my house has a City sewer cleanout?
The standard location is the planting strip near the street. If you cannot find one, we can locate the cleanouts during the visit. Without an accessible City cleanout, Rule 23 makes the owner responsible for the whole lateral to the main.
Why do flappers seem to wear out quickly in Palo Alto?
The City’s water carries a chloramine residual to keep it safe in the pipes, and constant contact ages rubber over time. Replacement flappers rated for chloraminated water tend to hold their seal longer.
Is my ground-floor toilet required to have a backwater valve?
Rule 23 requires an approved backwater valve to protect fixtures on floor levels at ground level or lower. We can check whether your home has one and whether it still works.
Do I need a permit to repair a toilet in Palo Alto?
Replacing parts inside the tank is repair work. For anything that changes the plumbing, such as moving a toilet or adding a backwater valve, we confirm permit requirements with the City before work starts.
Should I repair or replace a toilet in an older Palo Alto home?
Repair first in most cases. We check the flange and floor when we pull a toilet, and we recommend replacement only for a cracked fixture, missing parts, or a design that keeps clogging.
A running toilet wastes water every hour, and an overflow does not wait. Schedule toilet repair with Works Plumbing, and we will fix the toilet and tell you plainly if the problem goes further.
Weak and incomplete flushing are often symptoms of rust, debris, and mineral buildup within the rim feed and jet holes of your toilet bowl that are restricting and blocking water flow. If your toilet is unable to complete flushes well, call us right away to schedule an expert inspection and repair.
Every job comes with upfront pricing, licensed and background-checked technicians, and a 100% satisfaction guarantee . No surprises, no pressure, ever.

A look at real Works jobs around the Peninsula.
Palo Alto runs its own wastewater utility, and its Utilities Rule 23 on special wastewater regulations sets out who handles a blocked sewer lateral. When a stoppage happens, the customer notifies the City of Palo Alto Utilities, and the utility clears its portion. The rule is direct about the rest: “The Customer is responsible for clearing stoppages that occur in the Upper/Private Lateral.”
Where that line falls depends on the City Sewer Cleanout. When one is present and accessible, the City owns the lower lateral from the main up to and including that cleanout, which normally sits in the planting strip. The upper lateral, from the cleanout to the house, belongs to the owner. With no City cleanout, an inaccessible one, or a customer cleanout more than 5 feet behind the property line, the owner owns the whole lateral to the main.
That matters for a toilet. A backed-up toilet can mean a clog in the bowl’s trap, the house drain, the private lateral, or the City’s section. Each has a different answer, and each can cost you differently.
So we work from the toilet outward. We check the trap and closet bend first, then other fixtures, then the cleanouts. If the blockage is in the City’s section, we tell you so you can report it to the utility instead of paying to clear it.
