Water line repair in Palo Alto, CA covers two kinds of pipe: the buried service line that brings water from the meter to your house, and the supply lines that carry it to each fixture. Works Plumbing repairs both, and when a line keeps failing, we reroute it.

In a city with more than 2,000 Eichler homes on concrete slabs, rerouting is often the smarter repair. In an Eichler, where that new line runs also matters.
The City of Palo Alto Utilities has provided water service since 1896 and maintains 231 miles of water main. The mains and the street side of the meter are the utility’s. The line from the meter to your house, and everything inside, is the owner’s.
The utility’s 2025 water quality report also states that its initial Lead Service Line Inventory “confirms that no lead service lines are present in the distribution system.” The City publishes an address lookup map for owners who want to check.
If we find a problem on the utility side, we tell you so you can report it rather than pay for it.
Spot Repair, Section, or Reroute?
Spot repair. One leak, sound pipe on either side. The smallest repair.
Section replacement. Damage along part of a line, such as a corroded run under a bathroom. We replace that run and leave the rest.
Reroute. The pipe is failing in more than one place, or it sits in a slab where every repair means more concrete work. A new line is run through walls, attic, a low profile floor system, or over the roof, and the old line is abandoned in place.
A reroute is planned work, so it follows a clear sequence:
Map the system. We trace where each supply line runs now and which fixtures it feeds.
Propose a route. Walls, attic, crawlspace, a low profile floor system, or a rooftop run, chosen for your house.
Confirm City requirements. Permits, and for Eichlers, how the City’s guidance applies to the route.
Install the new line and connect each fixture.
Pressure test the new piping before walls or covers are closed.
Abandon the old line so the slab section is no longer in service.
Patch and review. We close access openings and walk you through what changed.
Water stays off only while connections are being made, and we plan the work so the house is not without water longer than the job requires.
Older Homes Beyond the Eichler Tracts
Palo Alto’s housing spans many eras. Census estimates show the 1950s as the largest single decade of construction, at 25.1 percent of units, with 13.3 percent built in 1939 or earlier.
Where an older home sits on a raised foundation, supply lines that run through the crawlspace are easier to reach than lines in a slab. We inspect the crawlspace, note any mixed pipe materials from past repairs, and recommend the smallest repair that will hold.
What to Do if a Line Breaks
Close the main shutoff at the house, or at the meter if the house shutoff will not close
Turn off the water heater if the hot side is affected
Move valuables away from wet areas

Is it better to repair or reroute a slab leak in my Eichler?
If it is the first leak and the pipe is otherwise sound, a spot repair can work. If the line has leaked before, rerouting usually costs less over time, and the City’s Eichler guidelines note that low profile floor systems are available when in-slab plumbing must be replaced.
Can new water lines in an Eichler run over the roof?
They can, and the City’s Eichler guidelines ask that new plumbing over the roof be kept out of street view. We plan the route with that in mind and confirm requirements with the City before work starts.
Who is responsible for the water line between the meter and my house?
The owner. The City of Palo Alto Utilities maintains the mains and the street side of the meter. We tell you which side a leak is on.
Are there lead service lines in Palo Alto?
The City of Palo Alto Utilities reports that its initial Lead Service Line Inventory confirms no lead service lines are present in the distribution system, and it publishes an address lookup map.
Do I need a permit to repair a water line in Palo Alto?
It depends on the scope. We confirm permit requirements with the City before work starts, especially for reroutes and service line replacements.
What causes low water pressure throughout the whole house?
A leaking or damaged service line, a failing main shutoff, or a pressure regulator problem. We test each before recommending a repair.
Have you lost water pressure? Maybe you noticed that the ground has a constant puddle. We work with clients that are both on city water as well as having wells. There are several reasons for broken water lines such as ground movement, freezing, or just getting old. Over time your water line outside will eventually give way and will need to be replaced. Finding the proper repair service is important in getting that water line fixed. If you have a water line underground, as many of them are, we will need to bring in some heavy equipment to dig into the source of the problem at times. Most times, however, we have a solution that doesn’t require any digging. This modern-day style of plumbing allows you to save money. Should you simply have no water coming into the home, this could mean there is more of a problem than just the line. It could be a dried-up well. No worries, we are pipe repairing professionals and will test that before we reach any conclusions.

Drain cleaning & rooter service
Water heater repair & install

Eichler Homes: Rerouting Instead of Chasing the Slab
The City’s Eichler neighborhood design guidelines explain why water line repair in these homes is different. Eichlers sit on concrete slabs, and the guidelines note that the plumbing was “placed within a home’s concrete slab foundation and may be difficult to repair without highly invasive intervention.”
Breaking concrete to fix one leak can make sense once. When the same in-slab line leaks again, chasing it through the floor turns into a cycle of demolition and patching. Replacing the line along a new route usually ends it.
The guidelines address that choice directly. If in-slab plumbing must be replaced, “low profile floor systems are available.” And when new plumbing is run over the roof, the City asks that it be kept out of street view.
The same guidelines note that copper and steel pipes behave differently in these slabs, with corroded steel much harder to repair. That is one more reason to look at the whole line, not just the latest leak.
So for an Eichler, we plan the reroute before we price it. We look at where each fixture sits, which routes avoid the slab, and how to keep any rooftop run out of sight from the street. We confirm permit requirements, and any design review the City expects, before work starts. You get the route, the materials, and the price in writing.
We’ve earned our reputation one happy homeowner at a time.
