Tankless conversions in Palo Alto are not eligible for the City’s Instant Permits for water heaters.
A gas tankless unit often needs more gas than the tank it replaces.
When gas demand increases, the City requires a Utilities Application and may require a gas riser diagram.
Gas service in Palo Alto comes from the City of Palo Alto Utilities.
Is Tankless Right for Your Home?
Tankless works well when:
You want the floor space a tank takes up
Your household uses hot water in long stretches, such as back-to-back showers
Your gas piping can be sized, or upsized, for the unit
You plan to stay in the home long enough to benefit
It may not be the best fit when your gas service cannot support the load without major work, or when you would rather go all-electric. In that case, a heat pump water heater is worth comparing, and we cover that below.
How We Install a Tankless Heater
1. Size for Your Household
We count fixtures that may run at once and look at incoming water temperature to choose a unit with enough flow.
Tankless units vent differently from tanks. We plan the vent route, condensate drain if needed, and wall mounting.
4. Handle the Permit
We confirm requirements with the City and prepare the documents the checklist calls for.
5. Install, Fire, and Test
We mount the unit, connect water and gas, set the temperature, and test for leaks and flow. We walk you through the controls and maintenance.
Gas Tankless or Heat Pump?
Palo Alto actively supports heat pump water heaters. The City of Palo Alto Utilities runs a heat pump water heater program, and its FAQ page lists a standard 65 gallon install as starting “at about $2,100,” with an average project cost of $2,800. The same page says the City “is no longer enforcing a ban on gas water heaters in new homes.”
Both options have a place:
Factor
Gas tankless
Heat pump water heater
Fuel
Natural gas from the City utility
Electricity
Space
Small, wall-mounted
Tank sized, needs air around it
Gas piping
May need upsizing and a Utilities Application
Not needed
Electrical
Small circuit for controls
Dedicated circuit; load calculation if electric load is added
Hot water supply
On demand
Stored
We help you compare the two for your home, and we price the one you choose.
What Changes When the Tank Comes Out
A tankless conversion changes more than the heater. Plan for these:
Location. Units mount on a wall, inside or outside, so the old tank space may become storage. The location must suit the vent route and gas connection.
Venting. Many tankless units vent through a sidewall or the roof with different pipe than a tank used.
Condensate. Condensing models produce water that needs a drain.
Electrical. Even gas tankless units need power for controls and the igniter.
Hot water feel. Hot water arrives on demand, but very low flows, such as a slow trickle at a sink, may not trigger the burner on some models.
We explain each of these at the estimate so nothing comes as a surprise on install day.
Recirculation and Comfort
In a long, single-story house, hot water can take a while to reach the far bathroom. A tankless unit does not change that travel distance.
Some models include recirculation, and others can work with an add-on pump. We look at the layout of your home and tell you whether recirculation is worth adding.
Caring for a Tankless Unit in Palo Alto Water
The City’s 2025 water quality report lists hardness at 8.1 to 112 ppm, averaging 62 ppm. That is soft water on average, which is kind to a heat exchanger.
Even soft water leaves some mineral behind over time. We recommend periodic descaling based on the unit’s manual and how much hot water you use, and we install isolation valves so flushing is simple.

Tankless Water Heater Installation in Palo Alto, CA: FAQ
Can I get an Instant Permit for a tankless water heater in Palo Alto?
No. The City’s water heater replacement checklist limits Instant Permits to heaters in the same location, not tankless, with no higher BTU demand. We confirm the permit path with Development Services before work starts.
What is a Utilities Application and when do I need one?
Palo Alto’s checklist requires a Utilities Application only if there will be an increase in BTU demand for tankless. Because the City of Palo Alto Utilities supplies the gas, it needs to know when a home’s gas load goes up.
Will my gas line be big enough for a tankless heater?
Sometimes, and sometimes not. We add up every gas appliance’s demand and check pipe sizes. If the line is too small, we upsize it, and the City may require an isometric gas riser diagram.
Is a heat pump water heater a better choice in Palo Alto?
It depends on your home. The City supports heat pump water heaters through its own program, and gas water heaters remain allowed. We compare both for your space, gas service, and electrical panel.
Does Palo Alto’s water damage tankless heaters?
Palo Alto’s water is soft on average, at 62 ppm in the City’s 2025 report. A tankless unit still benefits from periodic descaling, and we install isolation valves to make it easy.
Where do I apply for the permit?
Palo Alto’s Development Services handles building permits through its online Accela Citizen Access portal, with offices at 285 Hamilton Avenue. We handle the application as part of the job.

Palo Alto’s Building Division separates simple water heater swaps from projects that change the system. Its Residential Water Heater Replacement checklist, which cites the 2025 California Building Standards Code as adopted by the Palo Alto Municipal Code, states: “Water heater permits are available as Instant Permits if they are in the same location as the existing water heater, not tankless, and do not have a higher BTU demand than the existing.”
A tankless conversion fails that test by definition. The checklist goes further on the gas side. A Utilities Application is required “only if there will be an increase in BTU demand for tankless,” and an isometric gas riser diagram for the whole system may be required if gas demand increases. A residential load calculation is required if the project adds electric load.
Here is why that matters. A tank heater warms water slowly over a long period, so its burner is modest. A tankless unit heats water as it flows, which often takes a much larger burner. Gas piping sized for the old tank, and for the furnace, range, and dryer sharing it, may not deliver enough.
So we start with the numbers. We total the gas demand of every appliance, compare it to the unit you want, and check pipe sizes and lengths. If demand goes up, we prepare what the City needs for the Utilities Application and riser diagram, and we confirm the full permit requirements with Development Services before installation.
We’ve earned our reputation one happy homeowner at a time.
