Repair or Replace the Water Line?
A spot repair is the right call when the failure is local and the pipe around it is sound. Replacement makes more sense in other cases:
What we find
Usual recommendation
One leak, healthy pipe on both sides
Spot repair
Damage from digging or a fence post
Spot repair
Line wrapped or crushed by roots
Repair outside the root zone or reroute
Pinholes or thin wall in several places
Replace the run from meter to house
Repeated repairs on the same line
Replace
Replacing a service line is plumbing work that falls under the City of San Mateo’s plumbing permit requirements, and we pull the permit when a job needs one. If the pipes inside the house show the same wear, we can also talk about our repiping service.
What Shapes the Price of a Water Line Repair
Every line is different, so we price each job after we see it. These factors move the number:
Depth and length. A short, shallow run costs less to expose than a long, deep one.
What sits on top. Lawn is simple to restore. Concrete, pavers, and mature plantings take more care.
Trees. Working around protected roots, or rerouting, adds planning and time.
Pipe condition. A clean break is a quick fix. Thin, corroded pipe may need a longer section replaced.
Permit needs. Replacement work and root pruning may each require City approval.
You see this breakdown in our upfront price. If the line needs full replacement, ask about financing on qualifying work.
Keeping a Repaired Line Healthy
A few habits help the rest of your line last:
Know where the line runs before planting a tree or setting fence posts.
Ask the City before planting in the planter strip, and keep new trees away from the meter box.
Watch your bill each month; a sudden rise is the earliest warning.
Exercise the main shutoff once a year so it works when you need it.

San Mateo Water Line Repair FAQs
Who is responsible for the water line on my San Mateo property?
Your water supplier’s service rules set where its responsibility ends and yours begins. We confirm that split with Cal Water or EMID before a repair is priced.
A street tree’s roots are around my water line. Can you just cut them?
Not without a permit. The City of San Mateo requires a permit to remove or prune any roots of a street tree, which includes trees in the planter strip. We plan the repair to avoid the roots where possible and tell you before any root work is needed.
What if the tree is on my own property?
Large trees on private property can be protected too. San Mateo’s heritage tree rules cover oaks 10 inches or more in diameter and other species 15 inches or more, measured at 54 inches, and root cutting close to the trunk counts as major pruning. We check before we dig.
How do I know if Cal Water or EMID serves my home?
Most of San Mateo is served by Cal Water. Part of the city is served by the Estero Municipal Improvement District, operated by Foster City. Your water bill shows which one. We note it before any shutoff or repair, because the supplier controls the meter.
Does San Mateo have lead water service lines?
Cal Water’s 2025 report for the San Mateo System says it has no known lead service lines in its systems. The report does attribute some copper and lead detections to corrosion of household plumbing, so the condition of your own pipe still matters.
Can you repair the line without tearing up my whole yard?
Usually. We locate the leak first, then dig only at that spot. If the whole line needs replacement, we discuss the route with you before any excavation.
Have you lost water pressure? Maybe you noticed that the ground has a constant puddle. We work with clients that are both on city water as well as having wells. There are several reasons for broken water lines such as ground movement, freezing, or just getting old. Over time your water line outside will eventually give way and will need to be replaced. Finding the proper repair service is important in getting that water line fixed, including accurate water leak detection to pinpoint the source of the issue. If you have a water line underground, as many of them are, we will need to bring in some heavy equipment to dig into the source of the problem at times. Most times, however, we have a solution that doesn’t require any digging. This modern-day style of plumbing allows you to save money. Should you simply have no water coming into the home, this could mean there is more of a problem than just the line. It could be a dried-up well. No worries, we are pipe repairing professionals and will test that before we reach any conclusions.

Water Line Repair in San Mateo, CA Near Street Trees
Many San Mateo blocks are lined with street trees, and the water meter usually sits close to the curb. That puts the first stretch of your service line in the same ground as those roots.
The City of San Mateo defines street trees as trees in the public right-of-way, including the planter strip. According to the City’s street tree page, a City permit is required to remove or prune a street tree, and to “remove or prune any roots” of one.
Here is how that plays out on a water line job:
Roots and pipes share the soil. Roots can grow close to the line, and a slow leak adds moisture to that soil.
Root growth adds pressure. A thickening root can press a line against a rock or a sidewalk edge and kink or crack it.
The fix may meet a root. Exposing the line can mean digging where roots sit, and cutting them without a permit is not allowed.
So a water line repair near a street tree starts with a plan. We at Works Plumbing locate the leak first, mark the tree and its root zone, and look at whether the repair can be made without touching roots. If roots must be cut, we tell you before we dig so the permit can be handled. If the run under the roots is in poor shape, rerouting the new line around the tree is sometimes the cleaner answer.
We’ve earned our reputation one happy homeowner at a time.
“Thank you again for another job well done, and thank you for responding right away. I will continue to recommend Works Plumbing because they respond right away and get the job done efficiently.”
