San Mateo requires a private sewer lateral inspection at the sale of real property.
Building permits for additions, alterations, or remodels valued at $90,000 or more also trigger one.
Exemptions exist for a recent clean inspection or a full replacement with City sign-off.
The City does not perform lateral inspections, so owners hire a contractor.
We record the inspection and explain what it shows in plain terms.
What Our Sewer Camera Inspection in San Mateo, CA Includes
Each inspection follows the same steps.
Locate access. We find your cleanout or the best entry point.
Run the camera. We send the camera through the lateral toward the City main.
Record the footage. A copy of the recording is available on request for your records.
Note defects. We mark roots, cracks, offsets, sags, and broken sections.
Explain findings. We walk you through the video and describe each issue.
Give options. If repair is needed, you get upfront pricing for each option.
If heavy buildup blocks the camera, the line may need cleaning first. We tell you before doing it.

A clean result is good news and a useful document. A defect is better found on your schedule than during a sale.
Preparing for a Sale or Remodel Inspection
A little preparation makes the inspection faster to schedule and easier to use.
Before you list your home:
Look for any past lateral inspection report and its date
Look for a City permit and final sign-off if the lateral was replaced
Find the outside cleanout, or tell us if you have never seen one
Book the inspection early, so a repair does not land in the middle of escrow
Before you pull a remodel permit:
Ask your contractor whether the project value will reach $90,000
Schedule the inspection while the design is still flexible
If a repair is needed, plan it with the remodel instead of after it
If no cleanout exists, we explain the access options before the visit. Some homes need a cleanout installed before a full inspection is possible, and that work has its own permit question, which we confirm with the City.
What You Receive After the Inspection
You should not have to guess what the video means. After every inspection, we provide:
The recorded footage of your lateral
A plain-language summary of what we saw
The location of each defect, described from the cleanout
Repair options with upfront pricing, if repair is needed
We do not pad the findings. If the pipe is in good shape, we say so, and you keep a record that may help with the five-year exception later.
Who Is Responsible for the Lateral in San Mateo?
The owner is. The City states that property owners maintain their private sewer lateral. That pipe runs from the building to the City main, and the City includes the wye connection at the main and any part under the public right-of-way.
The City does not provide sewer lateral inspections and cannot recommend service providers. That is why owners hire a contractor for this work.
If the footage shows the lateral needs repair, our trenchless pipe repair in San Mateo page covers the repair options and the City’s cost-sharing program for full replacement.
Camera Inspections Beyond the Ordinance
Not every inspection is required. Many owners call us for these reasons:
Clogs that keep coming back in the main line
Buying a home and wanting to know the lateral’s condition
Odors or soggy spots in the yard
Planning landscape or hardscape work over the line
The inspection itself looks inside the pipe. If the footage leads to repair work in the public right-of-way or at the City main, that work needs an encroachment permit from the City. We include that step in any repair plan.
Why San Mateo Homeowners Choose Works Plumbing
Works Plumbing has been family owned and operated since 2009. We inspect laterals across San Mateo, from North Shoreview and Shoreview to Sunnybrae and Parkside.
Do I need a sewer lateral inspection to sell my San Mateo home?
In most cases, yes. San Mateo Municipal Code 7.38.432 requires a lateral inspection at the sale of real property, unless an exception applies, such as a clean inspection in the past five years.
My San Mateo remodel is over $90,000. Does that trigger an inspection?
Yes, if it requires a building permit for an addition, alteration, or remodel valued at $90,000 or more. Emergency repair permits are exempt.
I replaced my lateral 15 years ago. Do I still need an inspection?
Not if the lateral was completely replaced within the past 25 years and received final sign-off under a City permit. Find the permit record before you list or remodel.
Will the City of San Mateo inspect my lateral?
No. The City does not provide sewer lateral inspections and cannot recommend service providers. Property owners hire a contractor.
Does San Mateo’s cost-share program pay for a camera inspection?
No. The Citywide Private Lateral Cost Sharing Program does not cover CCTV inspections. It covers full lateral replacement only.
Does the inspection rule apply to my San Mateo apartment building after an overflow?
Yes, if a lateral backup or blockage caused a sanitary sewer overflow at a commercial or multifamily building. That event triggers a required inspection.

When a San Mateo Sewer Lateral Inspection Is Required
San Mateo is one of the Peninsula cities that ties lateral inspections to real estate and construction. The City of San Mateo Private Sewer Lateral Ordinance page explains the rule. City Council amended Municipal Code 7.38.432 on February 3, 2020, and the changes took effect December 1, 2020.
An inspection is required on any of these events:
The sale of real property
A building permit for additions, alterations, or remodels valued at $90,000 or more
A lateral backup or blockage that causes a sanitary sewer overflow at a commercial or multifamily building
A sewer class change
There are exceptions. An inspection is not required if one was done within the past five years and found no repairs needed, or found repairs that have since been completed. A lateral completely replaced within the past 25 years, with final sign-off under a City permit, is also exempt.
Here is what that means in practice. The remodel trigger catches owners who are not selling at all. A kitchen and bath project can cross the $90,000 line and add a sewer step to the permit. Planning the inspection early keeps it from holding up the project.
The exceptions also reward good records. If your last inspection is within five years and was clean, keep that report where you can find it. If you are weighing a full replacement, the 25-year exemption is part of the value. We at Works Plumbing explain which trigger or exemption applies before we inspect.
We’ve earned our reputation one happy homeowner at a time.
“Thank you again for another job well done, and thank you for responding right away. I will continue to recommend Works Plumbing because they respond right away and get the job done efficiently.”
