Your water service line is the pipe that carries district water from the connection to your house. When it breaks, you usually find out the hard way: low pressure everywhere, a soggy strip of yard, or a bill that makes no sense.

Key takeaways
The service line on your side of the district connection is yours to maintain under MWSD code.
In Seal Cove, the water district has moved to above-ground service lines because of ongoing land movement.
A repair on moving ground should be planned for that ground, not just patched.
Permits for Moss Beach come from San Mateo County; we confirm what applies before work starts.
You see the break location and the price before any excavation.
When to Call About Your Water Line
Some problems point straight at the service line rather than a fixture:
Pressure drops at every tap and shower at the same time.
Water pools or the ground stays soft along the line’s path.
The meter moves when the main shutoff at the house is closed.
You hear water running near the meter with everything off.
Discolored water appears after a repair or shutoff on your street.
If you are not sure the problem is the line, our leak detection in Moss Beach visit confirms it before any repair is priced.
If water is flowing now, close the main shutoff valve at the house. That stops the flow into the house, though it does not stop a leak between the district connection and the shutoff. Then call us. Knowing where your shutoff is before an emergency is worth a few minutes on a dry day.
Water Line Repair in Moss Beach, CA: Your Options
Not every broken line needs to be replaced end to end. What we recommend depends on where it failed and how much of the line is sound.
Option
When it fits
What to expect
Section repair
One break, sound pipe on both sides
A small excavation at the break
Partial replacement
Several failures in one stretch
New pipe for that stretch only
Full service line replacement
Repeated breaks or failing material along the run
New line from the district connection to the house
Reroute
The original path crosses a problem area
New line on a different path
We at Works Plumbing explain which option we recommend and why. If the line has failed more than once, we say so plainly rather than selling a third patch.
How the Repair Visit Works
Here is what happens from the first call to a working line.
Confirm the problem. We check the meter with the house shut off and trace the line to narrow the leak.
Check the property. In Seal Cove, we ask whether the County Building Division has inspected or tagged the home. The County may issue yellow or red tags that restrict use, and we confirm what work is allowed before scheduling.
Price in writing. You get the location, the recommended repair, and upfront pricing.
Confirm permits. Moss Beach is unincorporated, so building and plumbing permits come from San Mateo County Planning and Building. We confirm requirements with the County, and coordinate with MWSD where the work involves the district connection.
Repair and test. We make the repair, restore water, and check the line for leaks before backfilling.
Walk you through it. You see what was done and how the new section is routed.
Who Owns Which Part of the Line
Knowing the ownership line saves time when water is coming up out of the ground.
Your side: the service pipe from the district connection to the house, plus all piping inside. MWSD code puts these on the owner.
District side: MWSD’s mains and its own facilities. If water is surfacing in the street or at a district fixture, MWSD is the call.
If our testing points to the district side, we tell you and stop there. You only pay us for work on the pipe you own.
Planning Ahead on an Older Line
Census estimates put the median year built for Moss Beach homes at 1971. Many service lines here have been in the ground a long time, and some homes have had sections replaced over the years with a mix of materials.
When we repair one section, we look at the pipe we expose. If the rest of the line looks close to the end, we tell you, so you can plan a full replacement on your schedule rather than after the next break. Larger replacements can use our financing options.
Why Moss Beach Homeowners Choose Works Plumbing
Works Plumbing has been family owned and operated since 2009, and the Midcoast is part of our San Mateo County service area.
Who is responsible for the water line between the district connection and my house?
You are. MWSD has told Seal Cove owners that private service pipes are the owner’s responsibility under District Code Sections 3-5.1100(a) and 5-4.225, and that private contractors handle those repairs.
Why is MWSD running water lines above ground in Seal Cove?
The district installed temporary above-ground lines in early 2025 to keep service running on closed County roads. In November 2025 it proposed permanent above-ground service lines because of the likelihood of additional land movement.
Does my Seal Cove home still have water service?
MWSD reported on June 26, 2026 that mainlines in the moving landslide had been repaired and that all MWSD customers in Seal Cove continue to have water and sewer service. If your own line is leaking, that is a private repair.
Do I need a permit to repair a water line in Moss Beach?
Moss Beach permits come from San Mateo County Planning and Building. We confirm permit requirements with the County before work starts, and coordinate with MWSD where the work reaches the district connection.
Can you repair a line if my home has a County yellow or red tag?
Tell us about the tag when you call. We check with the County Building Division about what work is allowed on the property before we schedule the repair.
Should I replace the whole line or just fix the break?
It depends on the condition of the pipe we find. One break in sound pipe is usually a section repair. Repeated breaks or a line on ground that has moved may justify replacement, and we show you what we see before you decide.

Have you lost water pressure? Maybe you noticed that the ground has a constant puddle. We work with clients that are both on city water as well as having wells. There are several reasons for broken water lines such as ground movement, freezing, or just getting old. Over time your water line outside will eventually give way and will need to be replaced. Finding the proper repair service is important in getting that water line fixed. How do you find an underground pipe leak? If you have a water line underground, as many of them are, we will need to bring in some heavy equipment to dig into the source of the problem at times. Most times, however, we have a solution that doesn’t require any digging. This modern-day style of plumbing allows you to save money. Should you simply have no water coming into the home, this could mean there is more of a problem than just the line. It could be a dried-up well. No worries, we are pipe repairing professionals and will test that before we reach any conclusions.

In most towns a buried water line is a set-and-forget pipe. In parts of Moss Beach, the district has decided that burying it is not enough.
According to the Montara Water and Sanitary District’s Seal Cove resident updates, MWSD installed temporary above-ground water lines in early 2025. The goal was to keep water service running on County roads that had been closed. On November 30, 2025, the district proposed permanent above-ground water service lines, citing “the likelihood of additional land movement.”
The reason is mechanical. MWSD has linked the Seal Cove pipe failures to land movement that buckled roads and pulled apart or broke buried pipes. A rigid pipe held in shifting soil takes that strain at its joints. Eventually a joint separates or the pipe cracks.
Your service line sits in the same ground as the district’s pipe. MWSD has told Seal Cove owners that private service pipes are the owner’s responsibility under District Code Section 3-5.1100(a) and Section 5-4.225, and to use private contractors for those repairs.
That shapes how we repair a Moss Beach line. We find the failure first, then look at why it failed. If the ground moved, the repair plan accounts for it in routing, materials, and connections, and we coordinate with MWSD where the line meets the district connection.
We’ve earned our reputation one happy homeowner at a time.
