Two different problems show up here. Along Pillar Point Bluff in the Seal Cove area, slow ground movement shears buried pipe. Joints pull apart, service lines part at the connection, and the failure repeats in the same place after each wet winter. Everywhere else it is more ordinary: aging laterals, sediment in water heaters on the district’s local supply, and drains that struggle once the ground saturates. Water and sewer here are both Montara Water and Sanitary District. We start every call by figuring out which category you are in.
A parted water service does not always surface where it broke. It follows the path of least resistance and comes up in the street, a neighbor’s yard, or nowhere at all while your meter spins. We pressure isolate, then trace acoustically to a point before we open anything. Our water line repair service covers everything from the meter to the house.
They showed up in under an hour, quoted me before touching anything, and cleaned up after. Exactly how it should be.

Moss Beach has a plumbing problem that most coastal towns do not: the ground itself is moving. Seal Cove, a neighborhood on Pillar Point Bluff, sits on one of only two places where the San Gregorio Fault comes ashore, and San Mateo County has documented active landsliding there since the 1960s. The county’s most recent geologic study found that the annual rate of landslide displacement has increased in recent years. Buried pipe does not tolerate that. As the Montara Water and Sanitary District puts it in its Seal Cove resident updates, the same land movement that buckles roads can pull apart or break buried pipes. The district declared an emergency in 2025, abandoned and rerouted mains on San Lucas Avenue, and has moved toward above ground service lines in the affected zone precisely because a visible line can be inspected and repaired quickly. Here is the part that lands on homeowners. Under district code, the service pipe serving your property and the sewer lateral are the owner’s to maintain, repair and replace. When the ground shifts, those are the pieces that go, and they are ours to fix. So we work differently here. We locate before we excavate, we favor flexible materials and accessible routing where the code and conditions allow, and we tell you plainly when a repair is likely to be temporary.
Here are the questions we hear most. Don’t see yours? Give us a ring, a real human answers, day or night.
Because the ground is moving. San Mateo County has documented active landsliding on Pillar Point Bluff since the 1960s, and the Montara Water and Sanitary District reports that the same movement that buckles roads pulls apart and breaks buried pipe. Repairs in the active zone can be temporary by nature, and we say so up front.
You are. Under Montara Water and Sanitary District code, the district owns and maintains the mains, while the service pipe serving your property and the sewer lateral are the property owner’s responsibility to maintain, repair and replace. That is the work we do.
The Montara Water and Sanitary District covers both, for Montara, Moss Beach and adjacent areas north of El Granada. Wastewater goes to the regional treatment plant in Half Moon Bay through the Sewer Authority Mid-Coastside system. Water comes from local wells and Montara Creek rather than a regional wholesaler.
Moss Beach is unincorporated, so building permits come from San Mateo County, and the coastal zone adds review that most inland cities do not have. Sewer connection permits come from the Montara Water and Sanitary District. We confirm the path before quoting.
Access is decided by San Mateo County, which controls the roads and issues encroachment permits in the hazard area. We work within whatever access the county allows and coordinate with the district. If the work cannot be done safely, we will tell you rather than start and stop.
Yes. We cover the whole community, including the blocks inland of Highway 1 and toward Fitzgerald Marine Reserve. Works Plumbing also works Montara, El Granada, Half Moon Bay and Pacifica, so we are on this stretch of the coast most days.
We also serve Montara, El Granada, Pacifica and Half Moon Bay.
