Pacifica sets its own requirements for the pipe that carries wastewater from the house to the public sewer. They appear in the city’s wastewater collection FAQ, and they shape every installation we plan here.
Permits come first. A building permit is needed to repair or replace a building sewer. Work in a public right-of-way, meaning the street or sidewalk, also needs an encroachment permit. A drawing is required when the permit is bought, except when the building sewer is replaced in its existing location. A new route means a drawing.
Pipe size and material are set too. The minimum is 4 inch inside diameter. Three materials are allowed: PVC SDR 35, ABS schedule 40 and polyethylene SDR 17. ABS is allowed only inside the property line, so a run that crosses into the right-of-way changes material at that point.
Inspection closes the loop. The city asks that the Wastewater Division be contacted at least 24 hours before the pipe is backfilled.
Here is why this matters to a homeowner. Each rule fixes a decision that would otherwise be made in the field: the route needs a drawing, the material depends on where the pipe runs, and nothing gets buried before the inspector sees it.
We draw the route, choose a city-approved material for each stretch, buy the permits and schedule the inspection before backfill.
New drain work often comes with new fixtures. In Pacifica, that has a second consequence.
The city requires a Sewer Lateral Compliance Certificate when any plumbing fixtures are added, and also for a remodel or addition costing $50,000 or more. The certificate is based on a video of the existing lateral. A lateral with no defects or leaks earns a certificate valid for 7 years. If it has defects or leaks, it must be replaced first, and a fully replaced lateral earns a certificate valid for 20 years.
We raise this at the planning stage, so the lateral is part of the budget instead of a surprise near the end of the project.
Planning the Run: Size, Slope, Venting and Access
A drain line works by gravity, and a good installation gets four things right:
Size. Each fixture’s drain is sized for what it carries, and the building sewer meets the city minimum.
Slope. Too flat and solids settle. The run is laid at a steady grade from start to finish.
Venting. Every trap needs air behind it so it does not siphon dry.
Access. Cleanouts go where a future cable or camera can reach the whole line.
We also plan around what is already there: framing, footings, other utilities and trees along a building sewer route.
Our Drain Pipe Installation Process in Pacifica, CA
We at Works Plumbing run each installation in this order:
Site visit and layout. We look at the space, the existing drains and the route to the sewer.
Drawing and permits. We prepare what the city needs and buy the permits.
Rough-in. We install the drain and vent piping at the planned sizes and grades.
Test and inspect. The new pipe is tested and stays exposed until the city inspects it.
Connect and finish. Fixtures are connected, the trench is backfilled, and any surface restoration is quoted separately.
New Building Sewer or Replacement in Place?
If the existing sewer route works, replacing in the existing location avoids the drawing requirement. If the old pipe can be replaced without a trench, Pacifica also allows a pull-through method, covered on our trenchless pipe repair in Pacifica page.

Pro tip
If your Pacifica project adds a fixture, budget for the Sewer Lateral Compliance Certificate from the start. Adding fixtures triggers it, and a lateral with defects must be replaced before the certificate is issued.

Do I need a drawing to install a new sewer line in Pacifica?
Yes, if the line takes a new route. The city requires a drawing when the permit is bought, except when the building sewer is replaced in its existing location.
Can ABS pipe be used for my new building sewer?
Only inside the property line. Pacifica allows PVC SDR 35, ABS schedule 40 and polyethylene SDR 17, with ABS limited to the private side. Any pipe in the right-of-way must be one of the other two.
I am adding a bathroom in Pacifica. Does that affect my sewer lateral?
Yes. Adding plumbing fixtures triggers the city’s Sewer Lateral Compliance Certificate, which requires a video of the lateral. A lateral with defects or leaks must be replaced before the certificate is issued.
Which plumbing code applies to new drain lines in Pacifica?
The city’s Building Division says the 2025 California codes, including the Plumbing Code, took effect January 1, 2026, with local amendments in Municipal Code Title 8.
Who arranges the inspection before the trench is filled?
We do. The Wastewater Division asks for at least 24 hours of notice before backfilling, and the pipe stays exposed until it is inspected.
